quinonessandra2.jpgandra I. Quiñones-Hemphill is the Supervisor of Special Programs/ELL Support Services.

Mrs. Quiñones-Hemphill was selected as the Supervisor of Special Programs/ELL Support Services in December of 2006. She moved to Pennsylvania from Boston, Massachusetts in the summer of 2004. She has taught as an elementary teacher in various mainstream and bilingual programs for many years and has taught Spanish for grades K-12.  She has also worked in behavior rehabilitation services as a behavior specialist consultant. She was a youth counselor for many years in a college awareness program for Latino youth in the city of Boston. She is currently very active in her church community. She works very hard to advocate for the second language learner population. She currently is involved with the ELL Task Force and ESL Network Organization.  One of her visions is to institute a mentoring program for ELL students at William Penn High School to decrease the current drop out rate.

Mrs. Quiñones-Hemphill's current responsibilities include some of the following: 

  • Coordinate the district instructional program for limited English proficient students
  • Provide support to all staff in the instructional ELL (migrant, Spanish immersion, ELL) programs - teachers, aides, and students.
  • Develop systemic improvement and reform of instructional program for limited English proficient students.
  • Develop data collection and dissemination, research, materials, curriculum, development and technical assistance for instructional program.
  • Coordinate orientation and assessment activities for ELL students
  • Review all written translations
  • Develop and implement staff development for ELL teachers and regular education teachers
  • Analysis of PSSA data
  • ELL data management and analysis

Mrs. Quiñones-Hemphill received her Bachelors Degree in Elementary Education and Psychology from Regis College in Weston, Massachusetts and her Masters Degree in Bilingual and Early childhood Education from Lesley University in Cambridge, Massachusetts. She is currently working on her Doctorate in Leadership and Administration at Immaculata University in Frazer, PA.  She enjoys theater, foreign films and literature, cooking, and sings and plays guitar at her local church.   Mrs. Quiñones-Hemphill can be reached by telephone at (717) 849-1419 or via This e-mail address is being protected from spambots.
