About the Director
Lulu L. Thomas
A York County resident, Lulu L. Thomas, is the Director of Pupil Personnel Services. Lulu first began her career in The School District of the City of York 30 years ago as a Communication Arts and Social Studies teacher at Edgar Fahs Smith Middle School. She was also responsible for Student Government, Student Activities, the School Store, building fundraisers and all school-wide assemblies. She earned her Administrative Certificate in 1998. She left Smith in 2002 to become the Assistant Principal at Goode Elementary. She held that position until 2005. She was the Project Coordinator for Freedom School from 2002-2005. Freedom School was a summer program for students in grades K-12. This summer program was a partnership with Crispus Attucks. Freedom School was a literacy-based summer program and was very successful. She was promoted to the position of Principal of Goode Elementary in 2005. Lulu was then asked to move to Phineas Davis Elementary as Principal in 2010. She was asked to guide the teachers, students and parents through a building renovation. Although this was a very long process, she was able to make sure that the education of our students came first. She was appointed the Director of Pupil Personnel Services on July 1, 2015. Her duties include providing assistance to students and parents, Alternative Education, Homebound Instruction/Instruction in the Home, Home Education and Private Tutoring, Serious Incidents, Discipline, Building Transfers, Family Literacy Program, Attendance, Charter School monitoring, parent liaisons and community outreach.
Lulu grew up in Williamsport, Pennsylvania. She is a graduate of Williamsport Area High School. She earned her Bachelor’s and Master’s degree in Elementary Education from Millersville University. Lulu earned her Administrative Certificate from Temple University. She recently completed the Superintendent’s Letter of Eligibility Program at Shippensburg University.
