Greetings Bearcats! My name is Madeline Torres Ocasio and my native language is Spanish. I am passionate about working with students and their families. For the last two decades, I have been fortunate to be part of the York City School District and its community. My mission is to restore communication between the school district and our community by informing parents and asking for feedback about the school policies and offering parents numerous workshops and chats about topics of their interest. I believe that family involvement in our schools is an essential practice to help students reach their academic goals. I am here to listen to your deas, help you with your concerns, as well as guide you if you wish to become a school parent liaison at your child's (children's) school(s). Student Registration
The School District of the City of York utilizes the Sapphire K12 system for all registrations.
1. Student is moving to the SDCY for the first time.
2. Student is returning to SDCY from another district.
3. Student is returning to SDCY from an alternative placement (RiverRock, Philhaven, Bridges, etc.).
4. Student is requesting to enroll in the Bearcat Academy Cyber School from In-Person Instruction.
5. Student is requesting to return to In-Person Instruction from Bearcat Academy Cyber school.
6. Parent is Requesting a Transfer of the student to another building within the SDCY.
7. Parent is requesting enrollment in Pre-Kindergarten or Kindergarten.

PreK Registration Details:
Parents MUST complete the full Online Registration, choosing 2026/2027 as the enrollment year. If your student attended the PreK Counts program through the School District of the City of York, there is no need to complete an online application. Your student will automatically be enrolled into Kindergarten.
Student MUST be 4 years old by August 31, 2026.
Families MUST meet specified income requirements to qualify.

You must have all the required documents uploaded for your application to be considered for approval.
Kindergarten Registration Details:
Registration for the 2026-2027 school year is now open! All students who will be five years of age on or before August 31, 2026 will be admitted to Kindergarten. Students who will be six years of age prior to August 31, 2026 will be admitted as first graders during the first two weeks.

The Family Educational Rights and Privacy Act (FERPA) is a federal law that outlines families' rights to the educational records of their child(ren).

School District of the City of York Notification of Rights under FERPA
The Family Educational Rights and Privacy Act (FERPA) affords parents and students over 18 years of age ("eligible students") certain rights with respect to the student's education records. These rights are:
The right to inspect and review the student's education records within 45 days of the day the School receives a request for access.
Parents or eligible students should submit to the School principal a written request that identifies the record(s) they wish to inspect. The School principal will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.
The right to request the amendment of the student’s education records that the parent or eligible student believes are inaccurate.
Parents or eligible students may ask the School to amend a record that they believe is inaccurate. They should write the School principal, clearly identify the part of the record they want changed, and specify why it is inaccurate. If the School decides not to amend the record as requested by the parent or eligible student, the School will notify the parent or eligible student of the decision and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.
The right to consent to disclosures of personally identifiable information contained in the student's education records, except to the extent that FERPA authorizes disclosure without consent.
One exception, which permits disclosure without consent, is disclosure to school officials with legitimate educational interests. A school official is a person employed by the School as an administrator, supervisor, instructor, or support staff member (including health or medical staff and law enforcement unit personnel); a person serving on the School Board; a person or company with whom the School has contracted to perform a special task (such as an attorney, auditor, medical consultant, or therapist); or a parent or student serving on an official committee, such as a disciplinary or grievance committee, or assisting another school official in performing his or her tasks.
A school official has a legitimate educational interest if the official needs to review an education record in order to fulfill his or her professional responsibility.
Upon request, the School discloses education records without consent to officials of another school district in which a student seeks or intends to enroll.
The right to file a complaint with the U.S. Department of Education concerning alleged failures by the School District of the City of York to comply with the requirements of FERPA. The name and address of the Office that administers FERPA are:
